Abstract
I denne oppgaven retter vi fokus mot ansvarliggjøring i en skoles arbeid med å øke læringsutbytte for elevene. Vår problemstilling er: Hvordan påvirker en skoleeiers politisk vedtatte resultatkrav arbeidet omkring økt læringsutbytte for elevene ved en barneskole, og hvordan kommer ansvarliggjøringen til syne hos rektor, avdelingsledere og lærere? I arbeidet med problemstillingen benytter vi forskningsspørsmålene: - Hvilken forståelse har rektor, avdelingsledere og lærere av begrepet læringsutbytte og er det utviklet noen felles forståelse ved en barneskole? - Hvordan kommer resultatorientert ansvarliggjøring til syne hos rektor, avdelingsledere og lærere ved en barneskole, og hvordan synliggjøres resultatorientert fokus fra en skoleeier? - Hvordan kommer profesjonell ansvarliggjøring til syne hos rektor, avdelingsledere og lærere ved en barneskole, og hvordan synliggjøres den profesjonelle ansvarliggjøringen fra en skoleeier? Vår undersøkelse er gjennomført ut fra et kvalitativt forskningsdesign med en hermeneutisk fenomenologisk tilnærming. Undersøkelsen er kvalitativ og den tar utgangspunkt i et case - studie ved en barneskole i en østlandskommune. Metoden vi har benyttet i datainnsamlingen har vært intervju basert på en semistrukturert intervjuguide. Vi har også innhentet informasjon fra skoleeieren gjennom styringsdokumenter, uttalelser i lokalpresse og øvrig media, i tillegg til utdypende skriftlig korrespondanse. Våre teoretiske perspektiver omhandler elementer fra ansvarliggjøring, da med spesielt blikk mot profesjonell ansvarliggjøring og resultatorientert ansvarliggjøring. Dette teorigrunnlaget er hentet fra Jennifer O`Day (2002), Amanda Sinclair (1995), Jorunn Møller (2005, 2009) og Eyvind Elstads (2008, 2009) arbeider. Ansvarliggjøringsmekanismer, ansvarsdialog behandles også innenfor dette teorigrunnlaget. Vi har også støttet oss til Kjell Arne Røvik (2009) teoretisk grunnlag omkring institusjonalisering, for å kunne belyse forskningsspørsmålene med henblikk på den amerikanske og den skandinaviske neoinstitusjonelle tradisjon, samt i forhold til dekoplingsteori og det translasjonsteoretiske perspektivet. I forhold til relasjonell tillit har vi støttet oss til elementer fra Bryk og Schneider (2002, 2003). Som et bakteppe for å blant annet kunne beskrive og forstå intensjonen med nasjonale prøver har vi benyttet oss av elementer fra Stortingsmelding nr. 30 (2003 - 2004) Kultur for læring, en forskningsrapport i regi av Utdanningsdirektoratet fra 2013 Evaluering av nasjonale prøver som system (Seland, Vibe & Hovdhaugen, 2013), samt en sluttrapport fra FoU - prosjektet på vegne av KS Hvordan lykkes som skoleeier? Om kommuner og fylkeskommuners arbeid for å øke elevenes læringsutbytte (2009). I vår drøfting har vi tatt utgangspunkt i forskningsspørsmålene våre og lett etter funn som viser hvordan ansvarliggjøringen kommer til syne hos rektor, avdelingsledere og lærere ved den aktuelle barneskolen vi har foretatt vår undersøkelse ved. Vi har også lett etter funn som sier noe om hvordan arbeidet omkring økt læringsutbytte for elevene ved denne barneskolen påvirkes av skoleeiers politisk vedtatte resultatkrav. Dette danner rammene når vi presenterer og oppsummerer funnene. I drøftingen møter våre empiriske funn det teoretiske grunnlaget knyttet til ansvarliggjøring og institusjonalisering. Dette blir også sett i lys av skoleeiers styringsdokumenter tilknyttet barneskolen, i tillegg til skoleeiers uttalelser til lokal presse og i øvrig media. Funn drøftes for å se om de kan gi indikasjoner på ansvarliggjøring i forhold til oppfølgingsarbeidet tilknyttet elevresultater på nasjonale prøver. I denne sammenheng kommer også informantenes erfaringer, samarbeidskultur ved skolen, ressurstilgang og den kommunale styringsformen inn i bildet og setter sitt preg på drøftingen. Avslutningsvis konkluderer vi med at vi finner forskjeller mellom hvordan skoleeiers forventninger og krav til oppfølgingsarbeidet omkring resultater på nasjonale prøver uttrykkes og hvordan de forplanter seg nedover fra rektor til avdelingslederne til lærerne. Vi har gjort funn som tyder på at institusjonaliseringsprosessen ikke er fullendt på barneskolen vi har foretatt våre undersøkelser ved. Vi kan også konkludere med at ansvarliggjøringen i forhold til oppfølgingsarbeidet kommer til syne hos rektor, avdelingsledere og lærere i varierende grad. Våre antakelser om at arbeidet omkring økt læringsutbytte for elevene ved en barneskole påvirkes av en skoleeiers politisk vedtatte resultatkrav blir også gjennom våre funn, drøftinger og konklusjoner styrket.
In this assignment we focus on accountability related to efforts to increase learning outcomes for the pupils at one school. Our topic question is: How do the political decided requirements for learning outcomes at one school owner affect the work around increased learning outcomes for the pupils at one primary school, and how does the accountability appear in the principal, section leaders and the teachers? Working with our topic question we will use the following research questions: - What sort of understanding do the principal, the section leaders and the teachers at one primary school have of the term learning outcomes and is this a common understanding? - How does the accountability to improve results appear in the principal, the section leaders and the teachers at one primary school, and how is the accountability to improve results expressed by one school owner? - How does the professional accountability appear in the principal, the section leaders and the teachers at one primary school, and how is the professional accountability expressed by one school owner? Our investigation is carried out from a qualitative research design with a hermeneutic phenomenological approach. The study is qualitative, and it is based on a case - study at one primary school in a municipality in Eastern Norway. We have used interviews based on a semi - structured interview guide as the main method for collecting information. We have also obtained information from the school owner through political documents, statements in the local press and other media, in addition to detailed written correspondence. Our theoretical perspectives concerns elements of accountability, with special focus towards professional accountability and results-oriented accountability. This theoretical basis is taken from the work of Jennifer O ` Day (2002), Amanda Sinclair (1995), Jorunn Møller (2005, 2009) and Eyvind Elstad (2008, 2009). Mechanisms triggered by different sorts of accountability, responsible dialogue is also treated within this theoretical basis. We also use elements from theory by Kjell Arne Røvik (2009) and his theoretical basis about institutionalism to illuminate the research questions regarding the American and the Scandinavian neo - institutional tradition, as well as related to the theories regarding decoupling and translation. In terms of relational trust we have used elements from Bryk and Schneider (2002, 2003). To describe and understand the intention of the national tests we have used elements from Stortingsmelding nr. 30 (2003 - 2004) Kultur for læring, a research report organized by the Ministry of Education and Research 2013 Evaluering av nasjonale prøver som system (Seland, Vibe & Hovdhaugen, 2013), and a final report from the research - project on behalf of KS Hvordan lykkes som skoleeier? Om kommuner og fylkeskommuners arbeid for å øke elevenes læringsutbytte (2009). Our discussion is based on our research questions and search for findings showing how accountability appears in the principal, the section leaders and the teachers at the primary school where we did our researches. We also looked for findings that could say something about how the work around increasing learning outcomes for the pupils at this primary school was affected by the political decided requirements for learning outcomes from one school owner. This will have an impact on the work when we present and summarise our findings. In the discussion our empirical findings meets the theoretical basis related to accountability and institutionalization. The findings are also being seen towards the school owners governing documents attached to the primary school, in addition to the school owner's statements to the local press and in other media. Our findings are being discussed to see if they can provide any evidence of accountability in relation to the efforts towards the processes of following up the results of the national tests. In this context the informants experience, collaborative culture at the school, resources and municipal governance form also show and affect the discussion. Finally, we can conclude that we have found differences between how the school owners expectations and requirements of processes of following up the results of the national tests are expressed and how they propagate downward from the principal to the section leaders and further down to the teachers. We have found indications regarding how the institutionalization process is not completed at the primary school where we have done our investigations. We can also conclude that accountability in relation to these efforts appear in the principal, the section leaders and the teachers in a varying way. Our assumptions about the work around increasing learning outcomes for pupils at one primary school is affected by the political decided requirements from one school owner are also strengthened through our findings, discussions and conclusions.
