Husbanken 1980-2010 : Ikke til å kjenne igjen

Abstract

Husbanken har endret seg fra boligbank til velferdsetat i perioden 1980 til 2010. Denne endringen kan forklares ved å se på subtile prosesser og forandringer på boligpolitikkens tilgrensende politikkområder. Omleggingen av kredittmarkedene, norsk penge- og rentepolitikk, velferdspolitikk og implementeringen av EØS-konkurranseregler har lagt føringer på hvordan Husbankens virkemidler i boligpolitikken har kunnet utvikle seg. Videre har, foruten økonomiske sjokk og deres konsekvenser, samspillet mellom sentrale personer i administrasjon og politikk hatt betydning. Endringsprosessene beskrives gjennom intervjuer med en rekke boligtopper i Norge, studier av årsrapporter, tildelingsbrev og utredninger. Oppgaven tar historisk institusjonalisme som utgangspunkt og viser at begrenset rasjonalitet er en fruktbar innfallsvinkel i analysen av endringene. Her blir sporavhengighet, eksterne sjokk og subtile endringer sentrale begreper. Problemstillingen er “Hva kan forklare prosessen fra boligbank til velferdsetat i Husbanken?”. Boligbank defineres som en institusjon som i stor grad finansierer boligbygging og som hovedsakelig er innrettet mot dette. Velferdsetat defineres som en institusjon som hovedsakelig er innrettet mot å hjelpe folk med ulike former for boligsosiale problemer. Det ene utelukker likevel ikke det andre, og det er snakk om gradvise endringer mer enn markerte brudd. Med dette som utgangspunkt går oppgaven gjennom endringene i tidsperioden 1980 til 2010.

Husbanken changed from housing bank to welfare agency in the period 1980 to 2010. This development could be explained by looking at subtle processes of change in policy areas bordering to housing policy. The deregulation of credit markets, changes in monetary and interest rate policies, welfare policy and the implementation of EEA competition rules has influenced the possibilities how the housing policy instruments of Husbanken could develop.

Furthermore, economic shocks and their consequences, and the interaction between central administrative personell and politicians has played a significant role.

The processes of change are described through interviews with top housing officials in Norway, studies of the annual reports of Husbanken and other official documents. The thesis takes the perspective of historical institutionalism and shows that bounded rationality is a fruitful approach to analysing developments in this field. Path dependence, external shocks and subtle changes are central concepts.

The research question is "What can explain the process from housing bank to welfare agency in Husbanken?". Housing bank is defined as an institution that finances the construction of new housing and that is mainly oriented towards this. Welfare agency is defined as an institution mainly oriented towards helping people with social problems related to housing. The concepts are however not mutually exclusive, as the developments could be described as gradual processes rather than sudden changes.

The period of study is from 1980 to 2010.
