Abstract
Denne masteroppgaven er et kvalitativ undersøkelses arbeid i tilknytning til masterutdanning ved UiO, Teologisk Fakultet, med tittelen Lederskap, etikk og samtalepraksis. Problemstilling for oppgaven handler om å finne ut om, hvilke trosmessig og eksistensiell omsorg ytes i norske fengsler, og hvilke behov møter fengselsprester blant flerreligiøse innsatte, og hvordan arbeider de, med henblikk på profesjonsetikk? Videre er det undersøkt om hvordan fengselsprester gjør samtalepraksis i fengsler og hvilke erfaringer er nyttige for de nye personer, som vil gi kriminalomsorg til innsatte i norske fengsler. Som muslimsk teolog og imam har jeg hatt anledning til å lede fredagsbønn for muslimske innsatte i norske fengsler flere ganger i året, i mange år, og har hatt individuelle og gruppe samtaler der. Det er Kriminalomsorgen i Norge som har ansvaret for domfelte sin soning i fengslet. Fengselsprester er en viktig del av fagfolk og profesjonelle i fengselet som jobber med innsatte med hensikt til rehabilitering. Utøvelse av religion i fengslet blir ofte viktigere for mange innsatte av forskjellige grunner. Innsatte i norske fengsler i dag, har bakgrunn fra flere religioner og livssyn. Gjennom denne masteroppgaven har jeg forsøkt å få mer innsikt i de trosmessige og eksistensielle behov som innsatte har, på tvers av religioner og kulturer; og hvordan fengselsprester oppfyller disse behovene. Både Den norske kirke og Kriminalomsorgen har gitt ut flere yrkesetiske retningslinjer om hvordan fengselsprester skal arbeide med innsatte. I mange tilfeller og situasjoner kommer disse etiske retningslinjer til kort og prester må utøve empati og riktig dømmekraft. Slik blir profesjonsetikken, ved arbeid med innsatte, der fengselsprester må reflektere over sitt arbeid og sine avgjørelser, svært aktuell og viktig. Det teoretiske rammeverk består av faktorer for etisk tenkning og profesjonsetikk slik de er beskrevet av Svein Aage Christoffersen, i boka Profesjonsetikk. I tillegg boka Empati for profesjonelle av Ulla Holm og en dansk bok med tittelen Tro, omsorg og interkultur, Erfaringer fra social- og sundhetsområdet av forfattere Baig, Kastrup og Rasmussen har dannet teoretisk grunnlag. Det er gjort intervjuet med 4 prester fra 4 forskjellige fengsler på Sørlandet og Østlandet. Empirien har vist at fengselsprester i Norge har god kompetanse til å møte mennesker, også å møte mennesker fra minoritets religioner og livssyn. Men det kan være noen praktiske årsaker for at tilbudet til personer med minoritets religioner er dårligere.
This master's thesis is the work of a qualitative investigation in connection with master's education at UiO, Faculty of Theology, with the title Leadership, ethics and conversational practice. Problem setting for the thesis is about finding out what faith-based and existential care is provided in Norwegian prisons, and what needs prison chaplains face among multi-religious inmates, and how do they work, with a view to professional ethics? Furthermore, it has been investigated how prison chaplains conduct conversation practice in prisons and which experiences are useful for the new people who will provide correctional care to inmates in Norwegian prisons. As a Muslim theologian and imam, I have had the opportunity to lead Friday prayers for Muslim inmates in Norwegian prisons several times a year, for many years, and have had individual and group conversations there. It is the Correctional Service in Norway that is responsible for convicts serving their time in prison. Prison chaplains are an important part of professionals in the prison who work with inmates with the intention of rehabilitation. Practicing religion in prison often becomes more important for many inmates for various reasons. Inmates in Norwegian prisons today have backgrounds from several religions. Through this master's thesis, I have tried to gain more insight into the religious and existential needs that inmates have, across religions and cultures; and how prison chaplains meet these needs. Both the Church of Norway and the Correctional Service have issued several professional ethical guidelines on how prison chaplains should work with inmates. In many cases and situations, these ethical guidelines fall short and priests must exercise empathy and correct judgement. In this way, professional ethics, when working with inmates, where prison chaplains have to reflect on their work and their decisions, become very relevant and important. The theoretical framework consists of factors for ethical thinking and professional ethics as described by Svein Aage Christoffersen, in the book Professional Ethics. In addition, the book Empathy for professionals by Ulla Holm and a Danish book entitled Faith, care and interculture, Experiences from the social and health area by authors Baig, Kastrup and Rasmussen have formed the theoretical basis. Interviews have been conducted with 4 priests from 4 different prisons in Southern Norway and Eastern Norway. Experience has shown that prison chaplains in Norway have good competence in meeting people, including people from minority religions and views. But there may be some practical reasons why the offer for people with minority religions is worse
