Abstract
UNESCO's International Bioethics Committee (IBC) and the Council of Europe both conclude that interventions on the human genome should be admitted for medical reasons only, and never for enhancement purposes. This thesis assesses the arguments the IBC and the Council of Europe use to defend a prohibition on germ-line genetic enhancement, in the light of the bioethical literature.
