Abstract
Styringsdokumenter for barnehagen er et ledd i nasjonsbyggingsprosesser verden over. Denne studien analyserer og drøfter de norske barnehagelovene og rammeplanene for barnehagens innhold og oppgaver fra 1975 til i dag. Ved hjelp av klassisk Grounded Theory etter Barney G. Glaser som metode, utforskes sentrale spørsmål knyttet til barnehagens rolle i norsk nasjonsbygging. Hovedutfordringen fra perspektivet i styringsdokumentene defineres som ”Hvordan drive nasjonsbygging i et sammensatt samfunn preget av raske endringer?”. Strategien som løser denne utfordringen er utviklingen av en helhetlig samfunnspedagogikk. Dette skjer gjennom økende statlig konkretisering av det pedagogiske innholdet, samtidig som dette innholdet skal forankres lokalt gjennom endringer av pedagogisk praksis. Denne gradvise utviklingen kaller jeg ”borrelås-mekanismen”, en strukturell sosial prosess som utgjør hovedteorien i oppgaven. Teorien settes i både en historisk og en teoretisk kontekst for å videre utforske forholdet mellom barnehagen og nasjonsbygging. Religion og livssyn har en instrumentell rolle i utviklingen av nasjonalforståelsen i styringsdokumentene. Muligheten for andre strategier der barnehagen virker samlende i samfunnet drøftes avslutningsvis.
National policy documents for kindergarten are involved in nation-building processes worldwide. This study analyzes and discusses the purpose of the Norwegian laws and curricula from 1975 until today. Using classical Grounded Theory developed by Barney G. Glaser, central questions regarding the role of kindergarten in nation-building are explored. The main concern of the policy documents is defined as: "How to continue nation-building processes in a diverse society undergoing rapid changes?". The main strategy employed in resolving this concern is the gradual construction of a comprehensive "society-pedagogy". Such a pedagogy is developed through two main steps: Increasing governmental concretization of the contents of kindergarten pedagogy and the anchoring of these principles in local pedagogical practice. I have named this process "the velcro-mechanism". This is the grounded theory and structural social process developed through the study. An historical and a theoretical context is provided that further explores the relationship between the kindergarten and nation-building. Religious and life-view traditions have an instrumental role in this process of nation-building. In a closing discussion, other strategies in employing the kindergarten as a unifying agent in society are suggested.
