dc.description.abstractOBJECTIVE: Health inequity and high maternal and child mortality among ethnic minority populations remain major public health concerns in Vietnam. Furthermore, a lack of complete, accurate and timely health data has undermined the capability of public health officials to assess the population s health status and quality of health care across the country. Developing and operating an electronic registry for maternal and child health in Vietnam is a promising solution to address these challenges in the post-2015 era as it has the potential to improve not only public health surveillance systems but also the quality of maternal and child health care in the country. Taking this into consideration, conducting a situation analysis to explore technical needs and contextual factors that could facilitate and challenge the establishment of an eRegistry for maternal and child health in Vietnam is a first and foremost exercise. METHODOLOGY: This study uses qualitative formative research adapting the Precede-Proceed model. The study took place in Vietnam (Hanoi and Ho Chi Minh cities). Purposive sampling was used to recruit 21 key informants. Data collection methods consisted of 3 group-administered qualitative surveys, 8 individual interviews, 1 focus group discussion, and document analyses. Qualitative data analysis in this study entailed two approaches: descriptive and framework analysis methods. FINDINGS: This study reveals that there are three technical needs to be addressed in the implementation of the eRegistry for maternal and child health in Vietnam: improving efficiency of the information process, providing the possibility for monitoring the essential interventions for RMNCH, and supporting the country to develop stringent measures for protecting MCH data privacy and confidentiality. In addition, the study explored four enabling factors for the establishment of the eRegistry in Vietnam: supportive policies, adaptable regulatory frameworks, potential for implementing mobile and electronic health solutions, and the existence of a steering committee in place. Despite these enablers, the study indicates that the implementation of the eRegistry in Vietnam could be hampered by five major constraints: technical, motivational, administrative, human resource, and financial hurdles. CONCLUSION: The implementation of the eRegistry for maternal and child health in Vietnam would not be an insurmountable task as the study s results and recommendations could help implementers of the eRegistry anticipate the hurdles and exploit the enabling factors.eng
