In this paper I have analysed what kind of political parties emerged in Serbia after 1989, when politcal parties were allowed to be formed. I first discuss different approaches to the study of development of parties and if party manifestos are worthwhile analysing. Then I analyse the manofestos of the major Serbian politcal parties, and try to place them ideologically. I find that there are real ideological differences between the parties, andf that these tend to be based on cleavages. I also discuss whether these are the same clavages as excisted before World War Two, and find that some cleavages are the same, but there are also siginificant differences.
