When refugees flee their countries and cross the border, security ranks high among the priorities of those seeking asylum. Maintaining the purely civilian and humanitarian character of refugee camps and settlements is essential for effective protection of refugees, including safeguarding their personal security. This paper will discuss the aspect of physical and legal security as a fundamental right while highlighting the obligation of the state to take all necessary measures to ensure the safety of refugees. It will also point out the need for the state to cooperate with UNHCR in order to meet international standards. The paper will further analyse the need for ensuring safety of the camps and settlements by refugees themselves.eng
